People who filled out the public Request Access page. Check the Dojo dropdown for each row — it's pre-filled with a best guess from what they typed, so just confirm or fix it. Then click Create Account & Welcome Email to set up their login and email them a temporary password directly — no separate invite step needed, and the request is removed from this list automatically once that's done.
